Apple supplier Foxconn to announce $10 billion investment in Wisconsin, up to 13,000 jobs

MADISON, Wisc. — Foxconn Technology Group will announce at the White House on Wednesday its plans to build a massive plant in Wisconsin that would employ thousands.
The deal will "bring jobs and billions of dollars in investments to our country," according to a White House spokesman.
Joining President Donald Trump at the event will be Wisconsin Gov. Scott Walker, U.S. House Speaker Paul Ryan, Wisconsin Assembly Speaker Robin Vos (R-Rochester), state Senate President Roger Roth (R-Appleton) and Milwaukee County Executive Chris Abele.
U.S. Sen. Tammy Baldwin (D-Wis.) also plans to be there, and U.S. Sen. Ron Johnson (R-Wis.) will be there, depending on the Senate schedule.
Foxconn’s plant is expected to be located in Racine County or Kenosha County, which are both in Ryan’s district.
Plans to bring the manufacturer of iPhones and flat-panel TV screens to Wisconsin will cost $1 billion to $3 billion in local, state and federal incentives over coming years, the Milwaukee Journal Sentinel reported Tuesday.
Bloomberg Politics reported on Wednesday the Wisconsin facility would initially employ about 3,000 people.
The move comes as President Donald Trump has promised to bring manufacturing jobs that have been lost in recent decades back to the United States.
Trump is to make the announcement alongside Wisconsin officials at 4 p.m. central time. Walker highlighted that plan on Twitter, calling it a "major jobs announcement."
A follow-up event will be held Thursday at the Milwaukee Art Museum, according to sources.
Foxconn chairman and CEO Terry Gou will be in Milwaukee Thursday for meetings related to the company’s Wisconsin plans, but may not appear at the event planned at the Milwaukee Art Museum, a source said.
Foxconn is huge. In China, its manufacturing base, the company employs some 700,000 people. The firm’s revenue last year totaled about $135 billion. That’s roughly equivalent to Amazon.com Inc., which ranked 12th on the Fortune 500 list.

  Virtual village
Foxconn has talked about building not just a large factory but a virtual village, with housing, stores and service businesses — spread over as much as 2,300 acres, a source said. That acreage, an area totaling more than 3 square miles, potentially could be assembled from parcels that initially weren’t contiguous.
No site has been chosen, but areas in both Racine and Kenosha counties remain in play, the source said. The source said Foxconn could end up using multiple locations in southeastern Wisconsin, perhaps with a factory in one place and offices and research facilities in another.
An incentive package that reaches into the billions would be unlike anything Wisconsin has offered in the past and would require approval from state lawmakers. State Senate Majority Leader Scott Fitzgerald (R-Juneau) has said he hoped to get bipartisan support for the package.

Fitzgerald did not provide details on the terms of the package, but sources said it would likely top $1 billion and could close in on $3 billion.
  ’Steep price’
Steve Deller, a professor of agriculture and applied economics at the University of Wisconsin-Madison, said a $3 billion deal over 15 years is likely "too pricey in terms of potential economic benefit back to the state."
"Throwing money into incentive makes a slippery slope," he said. "(People) get so wrapped up in the winning game, in the headline of ‘we got it’ that they lose sight in a pretty steep price. Hard to say because we don’t know what the package looks like."
Supporters say such an investment would be worthwhile because Foxconn would also draw numerous suppliers that would create their own jobs and energize Wisconsin’s economy.
State Sen. Bob Wirch (D-Kenosha) said he wants more specifics but expects to back the plan to bring Foxconn to southeastern Wisconsin.
"I would have to look at the details, but generally I am in favor of incentives or corporate welfare when it’s attached to jobs," he said.
It was unclear how the funding for the deal would be spread among the state, federal and local governments. Incentives take many different forms and can include cash outlays, infrastructure investments, loans or tax breaks.
Also unknown is how many jobs Foxconn would deliver with its plant and how much workers would be paid. Those will be crucial issues as lawmakers consider whether to sign off on any incentive package.
Bringing the company to Wisconsin would be a win for Walker and U.S. House Speaker Paul Ryan, whose district includes Kenosha and Racine counties, two of the possible Wisconsin locations. It would also be a victory for Trump, who was the first Republican presidential candidate since Ronald Reagan to win Wisconsin.
Lillian Price in Madison and Rick Romell in Milwaukee of the Journal Sentinel staff contributed to this report.

July 26 (UPI) — Taiwanese tech manufacturer Foxconn announced it is building a new plant in Wisconsin during an event with U.S. President Donald Trump at the White House on Wednesday.
Trump said the company’s $10 billion investment in southeast Wisconsin would create at least 3,000 jobs but could employ up to 13,000 people in the future.
The plant would require up to $3 billion in local, state and federal incentives, the Milwaukee Journal Sentinel reported. The company manufactures iPhones and flat-panel television screens.
"America does not have a single LCD plant to produce a complicated system," Foxconn chairman Terry Gou said. "We are going to change that. It starts today with this investment in Wisconsin."
Trump praised the announcement for fitting in with his push to create manufacturing jobs in the United States.
"When this investment is complete, Foxconn has the potential to create more manufacturing jobs than we’ve seen in many, many decades," the president said. "Foxconn joins a growing list of industry leaders who understand that America’s capabilities are limitless and that America’s workers are unmatched, and that America’s most prosperous days are just ahead.
The announcement comes a week after Trump highlighted manufacturing growth as part of his "Made in America" week. On July 17, he said he wanted to rebuild the manufacturing industry and scale back regulations that hinder business growth.
"Restoring American manufacturing will not only restore our wealth, it will restore our pride in ourselves, it will revitalize our independence," he said.
CNN reported Gou has considered moving some manufacturing to the United States for several years. In 2013, the company announced plans to invest $30 million to build a plant in Pennsylvania, though one has thus far not been built.
Foxconn already has facilities in Virginia and Indiana, employing less than 1,000 people at each.
The company has manufactured technology for Apple, Microsoft and HP among others, and at its peak employed more than 1 million people, mostly in China. Foxconn has faced criticism in China for working conditions and in 2012, faced the threat of a mass suicide by workers at a factory in Wuhan.
